Unstable: Phase I (4-8 wks, sling + passive ROM to 140 flex/40 ER) -> Phase II (8-12 wks, full PROM, wean sling) -> Phase III (12+ wks, AROM + strengthening). Stable: Phase I (2-4 wks) then aligns with unstable phases.
